The bid issues is an age old problem world wide and not just for HK.
Canadians are generally very protective and conservative in issuing tenders.  Major contracts also requires pre-qualifications with Expression of Interest stage to screen the proponents.  The lowest bidder may not necessarily get the job clause is always put into tenders.  There are also Canadian content requirements for any government contracts.
The word contractor starts with the "con".  If they can con the authorities into giving them the contract, they can con them into paying the extras as they arise.
