NO, very different,

Social Security is young people pay in to fund the old people's payments. what you put in has not much to do with what you get out later in life.

MPF is your own account, you have control where it goes, and the balance in it is your $$$, I would say similiar to" 401K" in the US. but most employers have stop matching payments in 401K's already.

stop paying 401k. because of the 2007 financial turmoil or some other reason?

a lot of companies were matching their employee payments into 401K plan, a retirement plan that is not mandatory. but when the times are tough, most company stop doing it.
