Using a smaller displacement engine is not just to save gas. In many countries, taxes on automobiles are based on size of engine and has nothing to do with fuel economy. That is why you can buy a 2L engine for a Ferrari in Italy, the power adders are used for the lost performance in a smaller engine.
As far as the best compromise between fuel economy and performance is concerned, a turbocharged, four cylinder diesel engine that coupled with a manual transmission is the ideal set up. Take a look at the VW Golf TDI with a common rail 2L diesel engine, you can get 38 mpg city and 50 mpg highway. Last month, I had a chance to drive from Toronto Canada to New York City for a total distance of 525 miles with an average speed of over 70 mph and I got 50 miles per U.S. gallon for the trip, very impressive.
