I think we have to be careful interpreting their announcement. They are only "changing" but not "relaxing" the restrictions. It is only outside media using "relaxing" to characterize the move. Technically, central government is only changing but not relaxing. Therefore, there is no contradiction. In actual fact, you are right, the new arrangements are stricter than before.

Even without that, hotel rooms are dirt cheap now. But getting there is tricky. No ferries and Gold bus tickets are not easy to arrange, I heard. 0+3 when returning to HK is killing any desire to go. For me, between restrictions in Macao and 0+3 in HK, I could not justify going for a short trip there. So sad.

暫時不用考慮，除非返左大6，用珠海關過就吾洗隔離

It is not so much the Macao side I am worrying about but the HK side. I would not mind staying in a nice hotel for a few days relaxing, but returning to HK, the 7 day of RATs everyday and PCR tests every other day and the daily uploading of results are just too cumbersome and not worthwhile for a short trip.

現在返港可0+3了，只要快測陰性，3天可出街返工，只是不能進入食市。疫情無再惡化，应好快可再縮短，大家也需復常。港人都紛紛出遊了，日本版十分旺。

You can go out, that is true. But, for the 7 days, you still have to do RAT everyday and upload results and have to do PCRs every other day. Too much work for my taste.

呢樣冇乜大問題
雖然到依家我覺得檢測都零意義
所認識既確診者都係先有病徵後才驗得出
