唔知大家有咩意見!可以解釋一下仲好!

I guess the contractors know the rule of the game (lowest bid wins the contract)

Can I take a wild guess?  They add on lots of "other items" that are not a part of the original contract to milk their clients?

diplomatic work mainly
so many unit price items, avoid doing low price one n get more high price ones or vo work or add up nominated sub-con...too many to name

main con no longer do this kind of entertaining work cos ICAC watch this quite closely.
now the sub-con do it carefully without breaking the law

When they see some works which is wrong at the original contract. They do first....
After client find out that there is a design problem...the contractor claim for redo-Work!!!

Of course, especially consultant field....
The approval of material is responsible for the big brother of each field (MVAC, PD, FS...)
Those big brother always go to Karaoka with supplier.....
