I also think it is not fair to the girls. However as far as I know, this should be a common practice in many saunas in Macau (eg. D1). As you have already mentioned, the charges include at least the shower gels, uniforms (for special promotions), and condoms.
The most unfair item should be the uniforms, because the promotions usually last only for a few weeks but the related charges are not cheap at all.
Fortunately the great majority of the girls are still using quality condoms, at their own charges. Otherwise, it will ultimately affect the customers' safety! (Hope the night places' managers should take note of this also.)
After knowing about this, actually I also started to minimize my usages of the girl's shower gel for my hands washing in D1 after the massages ...
