As I know they have agreement with Malay, Australia, Kiwi. If one of these country declare war with other countries. Singapore will stand in front-line.
I don't think that is right. Malaysia don't even allow Singapore to use their airspace for training, that is why they have agreement with Indonesia to use their airspace, and need to station some of their plane in US and Australia. Though I think if any countries declare war against Singapore, a lot of forces will come in as they are the trade lane for Far East

Singapore need their Air Force is to hold until UN or NATO come to help. Is a kind of defence force like Australia. And the agreements I talking about is FPDA. Five states will consult each others when under attack. I guess the tanker is use to support their allies.
That quite different from what you mean regarding "If one of these country declare war with other countries. Singapore will stand in front-line." That an agreement on if any of the nations are invaded, then the other countries will join in, but not when they are the aggressor and declare war.
I think they do have their purpose in military use. Assume you have a target that is out of your plane range (flight through and fro), you still can plan an attack on the target by refueling them half way through
