HK OGCIO just announced the HK$127 million private cloud project

The OGCIO in Hong Kong recently announced the award of a HK$127 million, seven-year government cloud contract to Atos Information Technology HK.

GovCloud is OGCIO's outsourced private cloud platform designed to host e-government services for shared use by 30 government bureaux and departments. Such services include electronic information management, electronic procurement and others. Other e-government services, according to Government CIO Daniel Lai in an earlier interview, include paperless meeting and electronic human resources management.

My opinoin:
I have met Mr Lai in a recent informal IT Executive gathering event where he told me complexity of the project that need to standardize the infrastructure of 30+ depts in order to provide a quick server provisioning via VM and Cloud Mgmt technology. My view is that Atos this time got a good reference.

But will they switch from the age-old SSADM/Prince2 to Agile recommend OGCIO?
Iteration after iteration...you can see end result similar to the Public Library project spending 150 man years!

My understanding from Mr Lai is that the project focus on server management and provisioning rather than SDLC process so I expect the cloud does support goth traditional waterfall and agile approaches but you are right that quicker server provisioning is a critical enabler of agile projects.
