My opinion is that they are all US centric that have little impact on us living outside US. If it is global version, our country's Internet surveillance system must be one of the massive big data  deployment where processing billion post everyday and remove inappropriate message virtually real time. only they can do it.

You'll be surprised. Asian operators are catching up. They were ahead for awhile but now they are actually behind in infrastructure. Some of the one shown here are local govt with population 1/100 of Hong kong.

HK gov this week announced their gov cloud implementation plan for over HK$100million awarded to Atos.
Daniel Lai of OGCIO said it is a milestone to move to gov IT to a private cloud.
