First and most important, it depends on the fact if you are losing your front tire or rear tire, totally different story. Front is worse.
But anyway, I don't know how the article got 100 meters. Simple math, if you are traveling 36 kmh, that means you travel 10 meters per second. So for normal highway speed, you are trveling 20-30 meters per second, you really do believe 100 meters is enough to bring the car to a complete stop?

My opinion, hold the steering wheel tight, if you just lose your front tire this can be difficult. turn on double blinker to warn ppl "stay away from me". try to brake and maintain control to slow the car down, and bring the car to the side of the road (this may not be practical in HK).

Also, I really don't think good tires just gonna explode easily on highway, it's either aging much, or got nails etc in it for long and has been semi-flat for long. both can be avoided. please pay attehntion to your ride.

Most car tires are inflated to around 35 psi, in a blow out there is likely nothing will happen until tire pressure dropped below 20 PSI, at that time just drive to the side of the road and change to spare tire only under safe condition.
Not all nails will cause a flat because if it doesn't penetrate through the tire caucas there is no loss of air to cause a flat, but if you leave it unattend, it will be like a ticking time bomb that may eventually give you a flat.
I have ridden bicycle with racing tire inflated to 110 psi, at the time of a flat I only heard a small pop and there was no loss of control at any time.
