For tires and wheels
There are clincher tire and wheel (use an inner tire tube) or tubular tire and wheel (so called glued tire, tube is built into the wheel). 70-80% of recreational road bikes use clincher tire because it is cheaper, if you have a flat just replace the tube. But for racers, almost 100% use tubular tire and wheel because it is lighter and better handling.
But the price of entry is very high, a set of good tublar wheel can easily run you up to US$2,500 to $3,000 and the tubular tire is US$100 each.
The reason I mentioned about tubular here is because I have seen riders with tubular tires will keep on riding after having a flat tire, albeit at a slower speed and they don't carry a tire tube as back up.
One more thing newbie road bike riders must know, you need to pump your tires every time you ride, this can be a pain in the butt to some people.
If you ride on tubular tire, you can lose as much as 20% of the air just after one ride, and 100% of the air within 1 week.
So a good tire pump is almost a must have item to any serious biker.
