Actually there is not much SWD can do about the ELderly Home, apart from send the Home a warning letter, cause it is difficult to prove whether the Home had approved those mis-behavior. The Home manager can blame the staff, she got fired, and the case is closed. If the elderly's relative decide to launch a lawsuit against the Home, that's another story.
